The Association was founded in 1990 and is affiliated to the English Short Mat Bowling Association (ESMBA) and represents the county of West Sussex.
   
Within the organisation  Membership of the Association is available is open to all clubs within the county subject only to acceptance of the club constitution.   The fees are currently £20.00 plus £3.50 per member per annum.   This includes registration of the individual member with the ESMBA which enables them to compete in any competitions organised by the county and in any other competitions held under the auspices of the ESMBA or any affiliated body.
   
The Association currently consists of 41 clubs and over 1050 members and is run by a Management Committee.   This Committee is elected each year at the AGM which takes place in June and all member clubs may nominate candidates for the committee.   The committee meet approximately six times per year and member clubs may raise matters for consideration by the committee via the County Secretary.   In addition two Delegates Meetings are held each year at which each club is entitled to be represented by two delegates and at which the Management Committee updates the clubs on matters of interest and concern.   Delegates can also ask questions of members of the committee.
   
The Association produces a newsletter, County Comments, at intervals throughout the year.   This is sent to all clubs for distribution to their members and contributions from clubs and individuals are welcome.
    
The Association runs an inter-club league and a knock-out cup competition over the season (September to April) and one day County Championship tournaments for singles, pairs, triples and fours plus a further fours competition for players who have not yet earned their County Badge.   The Association also runs an Annual Benefit Tournament and a Charity Match.   For those who play throughout the year it also runs three competitions during the summer.   The Association runs on behalf of the ESMBA, the qualifying heats for the National Championships and all registered members of the county may enter these.
